The security and resiliency of the Internet are of paramount importance. Cyber attacks and cyber crime are increasing along with the prospects of cyber warfare, even as definitions of such events remain muddled. Internet security continues to be affected in subtle ways, as new services and applications become foundational. Ensuring global interoperability and continued cooperation in establishing best practices for technical evolution are growing in importance.
The Internet’s development has been led by the private sector, with organizations, including non-profit and unincorporated groups, operating in ways that benefit consumers and reward innovation. However, as fears about cyber security rise, governments are seeking to control not only content but also regulatory mechanisms related to the Internet. The continued embrace of principles that support an open, interoperable and global Internet should be ensured.
