The international legal order provides a framework of global rules applicable to states and other international actors, including individuals and corporations, within which current challenges fail to be addressed.
The existing, classical legal order was largely conceived in the aftermath of the Second World War and is ill-equipped to address many of today’s global challenges. The complexities of globalization indicate that many issues – poverty, terrorism, financial instability, environmental protection, crime prevention, to name but a few – require an international legal system that can anticipate and address unforeseen events in a manner that is rapid, fair, effective and efficient, and which can attract international support from all stakeholders.
