Global Agenda Council on Space Security 2011

Space is part of humankind’s common heritage, but faces an imminent tragedy of the commons. The amount of space debris is increasing year on year, threatening human spaceflight. The recent discovery of water on the moon may herald a race for space resources, while existing treaties are ambiguous with respect to commercial space endeavours. The US $100 billion International Space Station, set to be in service through 2020, exemplifies both the great benefits and challenges of global cooperation in outer space. This Council will investigate ways of preventing a future tragedy of the commons in space and promoting the sustainable and commercial development of the space industry.
