Since 2010, Deputy Vice-Minister of Finance, resp. for a wide range of environmental, developmental policy, and financial cooperation issues; including representing Japan on the Transitional Committee for the UNFCCC, contributing to the design of the Green Climate Fund. Publications include: Empirical Analysis on Modern Economic Growth: Institutions Critical to Sustainable Economic Growth (2003), recipient of Okita Memorial Prize for International Development Research; The Economics of Macroeconomic Policy Coordination, awarded 1990 Suntory Academic Prize.
