Nilmini Gunaratne Rubin is currently the Director of Government Relations at the Information Technology Industry Council where she advocates on technology policy. She has successfully influenced legislation to preserve the industry's ability to innovate while balancing privacy concerns. Nilmini serves on the Advisory Council of Publish What You Fund and co-founded Outlaw Forced Sterilization. She previously served as a Senior Aide for the US Senate Foreign Relations Committee where she built bipartisan coalitions in the Senate and House of Representatives, as well as with investors, businesses and civil society to secure passage of a ground-breaking transparency law that will allow citizens to track trillions of dollars paid by oil companies to governments. She also guided anti-corruption reforms at the multilateral development banks. Earlier, Nilmini worked at the White House's National Security Council as the Director for International Finance and the G8. She helped lead international negotiations on trade, economic development, debt relief, HIV/AIDS, counter-terrorism, non -proliferation and Africa for the 2003 G8 Summit in Evian, France. She earned her MBA and her BA in Economics and Development Studies from the University of California at Berkeley.
