Master's in International Law and International Relations, Moscow State Institute of International Relations. 1976, joined the Russian Foreign Service and served in New Delhi, Moscow and New York dealing with humanitarian, political, economic and environment issues. 1993, joined the United Nations Secretariat as a Senior Humanitarian Affairs Officer, then Chief of the Office of the Undersecretary-General for Humanitarian Affairs and IASC/ECHA Secretariat, then as the Deputy Director of OCHA-Geneva. 2006-10, Director, OCHA-New York, in charge of policy development, information management, external relations, as well as interaction with Member States, Central Emergency Response Fund and other issues related to humanitarian financing. Since 2010, Director, OCHA-Geneva, responsible for the oversight of emergency response tools and providing support to inter-agency processes including Chairmanship of the IASC Working Group; also works in close partnership with European countries and organizations on a number of issues related to humanitarian affairs.
