Formerly: Consul-General in Mexico, New York; assignments at headquarters and in the field; 2002-05, Ambassador Extraordinary and Plenipotentiary to the Dominican Republic. 2005-06, Director-General, Strategy and Services, Bilateral Relations Branch, Foreign Affairs and International Trade. With the Organization of American States, Washington DC: started as Assistant Secretary of Finance and Administration (Treasurer); then Secretary of External Relations; since July 2010, Secretary of Multidimensional Security. Has participated in and led several election observation missions. Chair, Global Agenda Council on Illicit Trade and Organized Crime, World Economic Forum. Member of the Board, Trust of the Americas. Member: Commission to Reform Public Security in Honduras; Technical Coordinating Committee to manage the Peace Process in El Salvador. Awards and honours: The Order of Merit of Duarte, Sanchez and Mella Grand Cross with Silver Breast Star, Dominican Republic; Ministers Award for Management (1995).
