2000, completed the Executive Development programme, Queen's University, Kingston, Canada. Former career Canadian diplomat. 1980, first joined Foreign Affairs and International Trade Canada. Served as Consul-General in Mexico, New York and a variety of assignments in Africa. 2002-05, Ambassador Extraordinary and Plenipotentiary to the Dominican Republic. 2005-06, Director-General, Strategy and Services, Bilateral Relations Branch, Foreign Affairs and International Trade. With the Organization of American States, Washington DC: former Assistant Secretary of Finance and Administration (Treasurer); until Aug. 2010, Secretary of External Relations; currently, Secretary of Multidimensional Security. Has participated in and led several election observation missions. 2005, published the book Canada and the Dominican Republic 50+ years of Diplomatic Relations. Awards and honours: The Order of Merit of Duarte, Sanchez and Mella Grand Cross with Silver Breast Star, Dominican Republic; Ministers Award for Management (1995).
