Doctorate in Diplomacy, School of Law, Universidad de la República, Uruguay. Career diplomat with over 30 years' experience; has served in several bilateral and multilateral diplomatic missions in Latin American, European, Asian and UN posts, and has held several relevant political positions, including Deputy Foreign Minister of Uruguay. Has participated in numerous bilateral and multilateral trade negotiations, including those leading to the establishment of Mercosur, the conclusion of the Uruguay Round and the launching of the Mercosur-EU trade talks. 2004, Uruguayan Ambassador to the United Nations, World Trade Organization (WTO) and other international organizations, Geneva. Since 2007, heads Uruguayan diplomatic mission to the WTO and its sister organization the International Trade Center. Three years as Chair, WTO's Rules Negotiating Group for the Doha Round; since 2004, Chair, Working Group for the accession of Algeria to the WTO.
