Also served as Co-Chair, congressionally mandated Preparedness Task Force. Member: President Obama's Task Force on Puerto Rico; Council of Governors, Defense Department. Former Congressional Appointee, National Commission on Terrorism. Member, Council on Foreign Relations. Co-Author, Preserving Liberty in an Age of Terror (2005). Author and Editor of numerous books and articles, including First to Arrive: State and Local Responses to Terrorism (2003). Writes a biweekly column for the Boston Globe.
