BSc in Economics, and PhD in Int'l Studies, Univ. of Tokyo. Former Visiting Scholar, Weatherhead Center for International Affairs, Harvard University. 2002-04, leadership roles, International Bureau, Ministry of Finance, including Director, Development Institutions Division. 2004-06, Director, Office of Development Finance, International Bureau. 2006-10, Country Director for Sri Lanka, World Bank; developed 4-year assistance strategy with "conflict filter" whose purpose is to mainstream a conflict-sensitive approach throughout the World Bank. Since 2010, Deputy Vice-Minister of Finance, resp. for a wide range of environmental, developmental policy, and financial cooperation issues; including representing Japan on the Transitional Committee for the UNFCCC, contributing to the design of the Green Climate Fund. Publications include: Empirical Analysis on Modern Economic Growth: Institutions Critical to Sustainable Economic Growth (2003), recipient of Okita Memorial Prize for International Development Research; The Economics of Macroeconomic Policy Coordination, awarded 1990 Suntory Academic Prize.
