Bachelor's in Communications, Universidad Iberoamericana, Mexico; MA (Hons) in Foreign Affairs, Universidad Nacional Autonoma, Mexico; PhD work in Contemporary Int'l Migration, Madrid. 1985, started career as a journalist, and worked to be Editorial Coordinator, Anchor and Reporter, Instituto Mexicano de Televisión. 1994, joined the Instituto Latinoamericano de la Comunicación Educativa. Former: Director, Programming, Communication and Informatics; Coordinator for Radio and Television broadcasting, Mexican Ministry of Education; Director, Information, Electoral Federal Institute, in the first independent citizen-organized elections in Mexico; Int'l Spokesperson for the Promotion of the Absentee Vote, first electoral campaign allowing the vote of Mexican emigrants. Launched the first educational satellite TV channel in Mexico, promoted initiatives for people with special needs and immigrants, and developed educational programmes on democratic principles and values. Has acted as Honorary Senior Adviser, Science Consulting Council, Presidency of the Republic of Mexico. Since July 2010, current position.
