Studies at Balliol College, Oxford. 1973, with UK Foreign and Commonwealth Office including: 1984, First Secretary, British Embassy, Paris, covering economic and EU questions; 1987, Assistant Head, Soviet Department; 1989-91, on secondment to Thomas De La Rue; 1991, Political, then Economic and Commercial Counsellor, British High Commission, New Delhi; 1995, Head, External EU Department; Private Secretary for Overseas Affairs and External Diplomatic Adviser to Prime Minister John Major and 1997-99, Principal Private Secretary to Prime Minister Tony Blair; 1999-2001, British Ambassador in Lisbon; 2001-07, British Ambassador to France; 2007-10, UN Undersecretary-General for Humanitarian Affairs and Emergency Relief Coordinator; since 2010, current position. Recipient of award: Knighthood, primarily for role in Northern Ireland peace process and Good Friday Agreement (1999).
