Studied and trained as a lawyer. 1998-2001, Special Adviser to the President, International Federation of Red Cross and Red Crescent Societies, Geneva. 2001-05, Deputy Minister for Foreign Affairs of Norway, responsible for Norway's membership of the Security Council, humanitarian assistance, human rights and democracy, as well as regional responsibility for Africa, Asia and Latin America: 2002, Chair, Afghanistan Support Group; 2002-03, led the peace negotiations between the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE). Since 2006, Secretary-General, International Institute for Democracy and Electoral Assistance (International IDEA). 2007-09, Member of the Advisory Board, United Nations Peacebuilding Fund UN. Member of the Board: Centre for Humanitarian Dialogue, Geneva; Danish Institute for Parties and Democracy, Copenhagen. Author of articles on the international law of armed conflict.
