Career in the US Foreign Service, US Senate staff, academia, foundations, and non-profit organizations. 1959-62, Political Officer, US Consulate, Iran; 1962-64, Political Officer, US Embassy, Tehran; 14 years on Capitol Hill as staff director for three Senate committees, including the Select Committee on Intelligence; 1993-98, US Ambassador to Ukraine. Currently, Senior Fellow, Woodrow Wilson Int'l Center for Scholars. Has taught at: Kennedy School of Government, Harvard Univ.; Fletcher School of Law and Diplomacy, Tufts Univ.; School of Advanced Int'l Studies, Johns Hopkins Univ. Former President, American Committee on US-Soviet Relations. Author of numerous articles.
