Graduate, University of Tokyo. 1966, joined the Ministry of Foreign Affairs; held various positions, including: Deputy Director-General, Middle Eastern and African Affairs Bureau and the Foreign Policy Bureau, Director-General, Economic Affairs Bureau, Deputy Minister for Foreign Affairs; overseas posts include Economic Counsellor, US Embassy and Consul-General in Hong Kong; 1997-99, Ambassador to the OECD, Paris; Japanese Ambassador to the UK; Vice-Minister for Foreign Affairs of Japan. Currently, President and Director, Japan Institute of International Affairs and Executive Adviser, Mizuho Corporate Bank. Former Senior Visiting Fellow, Royal Institute of International Affairs.
