Lisbon Review
Introduction
 

In March 2000, Europe’s heads of state and government met in Lisbon, Portugal, and declared their intention to make the European Union “the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion.” To achieve this goal by 2010, they adopted the “Lisbon Strategy” of political and economic reforms. Have the policy-makers achieved their aim?
