Armen R. Darbinian is the former Prime Minister of Armenia and Chairman of the Board of Trustees of the International Centre for Human Development (ICHD), a non-governmental, non-profit independent research and public policy institution he founded in 2000. He is also the Rector and a President of the Russian-Armenian (Slavonic) State University (RAU) founded in Yerevan by the Government of the Russian Federation and the Government of the Republic of Armenia. Darbinian served as Minister of Economy from 1999-2000, Prime Minister of Armenia from 1998-1999, Minister of Finance and Economy from 1997-1998, Finance Minister in 1997, First Deputy Chairman of the Central Bank of Armenia from 1994-1997 and Head of the State Trade Agency of Armenia from 1992-1994. Before that, he chaired the Economic Policy Department of the Armenian embassy in Moscow. He holds a graduate degree, PhD and a Doctor of Economics from Moscow State University's Department of Economics. He is a Member of the International Academy of Informatisation and the Natural Sciences Academy of the Russian Federation, as well as Professor of Economics in RAU.
