Ma Lianjie is one of China’s leading researchers in the area of using technology to enhance government performance and expand public participation in policy-making. This field is currently a major focus of the Chinese central government, as it seeks to raise the efficiency of its bureaucracy, resolve local policy conflicts more efficiently and use technology to bypass the intermediate stages of technological development and capital investment seen in more developed countries. During 2002-2003, Ma Lianjie researched in the field of administrative reform and the application of information technology as a Fulbright Scholar at Syracuse University. Ma Lianjie recently returned from a China-Canada Scholar Exchange programme in E-Government at the University of Toronto.
