The role of public-private partnerships is increasingly recognized as an accelerator in achieving major global goals, particularly in the fields of development and humanitarian affairs. While traditional bilateral or trilateral partnerships account for a significant percentage of partnership activity, a new game-changing model has also emerged that is quantitatively and qualitatively different from previous generations of partnerships. Public-private partnerships have been encouraged at every major UN development meeting since the Millennium Summit in 2000.
In the new multistakeholder transformative partnership model, hundreds of leading actors from governments, civil society, business, finance, philanthropy, knowledge institutions and international organizations are engaged simultaneously to solve a significant global problem or challenge. These partnerships have set new norms, reached an unprecedented scale, and broken new ground in terms of delivery of services and achieving transformational impact. They have also contributed to a new governance model that represents a major innovation in international affairs.
The Global Agenda Council on Global Governance seeks to address governance structures and accountability mechanisms among all stakeholders involved in public-private partnerships, even as they maintain their separate governance mechanisms. The council will also study whether there are certain pre-conditions or specific environments that are best for partnerships to succeed or whether they can be successful in a broad range of areas.
