Over the past few decades, Azerbaijan has built substantial digital and logistics foundations. The next opportunity is to strengthen the enabling conditions that allow these assets to support trade, finance and logistics more effectively.
Developed by the World Economic Forum in collaboration with C4IR Azerbaijan (4SİM), operating under the Ministry of Economy of the Republic of Azerbaijan, Unlocking Azerbaijan’s TradeTech Potential assesses the country’s TradeTech ecosystem. The analysis draws on 28 stakeholder consultations across 18 organizations, policy review, international benchmarking and a validation workshop in Baku.
The paper identifies three priorities: strengthening legal recognition of digital trade documents, improving interoperability between government platforms and private-sector actors and deepening market coordination, solution development and business adoption. It sets out 10 recommendations, sequenced from immediate actions over the first 12 months to structural reforms over 12–36 months, providing a practical pathway from Azerbaijan’s existing digital foundations towards wider TradeTech adoption.
