Taxonomy for Segmentation of Autonomous Delivery Vehicles and Personal Delivery Devices

Small ground-based delivery robots exist in a governance gap; they are not subject to motor vehicle regulations, despite making partial use of the road at times. “Taxonomy for Segmentation of Autonomous Delivery Vehicles and Personal Delivery Devices” makes clear the governance differences between "vehicles" and this new category of "Personal Delivery Devices" (PDDs). The report also provides a framework for segmenting them based upon operational risk.
