1983, graduate in Political Economics, Zhejiang University. 1983-2009, with China National Petroleum Corporation (CNPC), including 2000-09, Director, Institute of Overseas Investment. Advises National Energy Administration (NEA) on international policy, and state-owned energy companies on business expansion globally; specializes in geopolitical, economical, commercial, regulatory, and contractual review and business risk management. Since April 2009, Chief Energy Fellow and Head, World Energy Division, Institute of World Economics and Politics, which was founded in 1964 and focuses on research into the fundamental theory of world financing, investment, trade, and world energy, with 120 employees. Member, Association of International Petroleum Negotiators; Chair, CICA Non-governmental Forum's Energy Security Panel.
