Stela Mocan is the Executive Director of E-Government Center, Government CIO, Moldova, and a World Economic Forum's Young Global Leader. She has helped lay the foundations for the National e-Governance Transformation Agenda and create the e-Government Center in August 2010. Currently, Stela leads a fast growing team of 20 people with the mission to improve public services through technology. Prior to creating eGC, Stela was adviser to the Prime Minister. From 1998 to 2008, Stela has worked in international development organizations like UNDP, USAID, and IRI where she has gained extensive expertise in the areas of democracy building and governance, political party strengthening and women's empowerment, civil society development in Moldova.
