1985, joined Foreign Affairs and International Trade Canada, beginning diplomatic experience in the Democratic Republic of the Congo, Nigeria and Kenya; served in a variety of assignments, at headquarters and in the field, including as Consul-General in Mexico and at the Canadian Mission to the United Nations in New York; 2002-05, Ambassador Extraordinary and Plenipotentiary to the Dominican Republic; 2005-06, Director-General, Strategy and Services, Bilateral Relations Branch, Foreign Affairs and International Trade. Since 2006, with the Organization of American States, Washington DC. Starting, first as Assistant Secretary of Finance and Administration (Treasurer); then Secretary for External Relations; since 2010, Secretary for Multidimensional Security. Chair, Meta-Council on the Illicit Economy, World Economic Forum. Member: Board, Trust of the Americas; Commission to Reform Public Security in Honduras; Technical Coordinating Committee to manage the Peace Process in El Salvador. Has participated in and led several election observation missions. Contributor and coordinator, 2013 OAS Drug Report. Presenter and participant, Chatham House, Ditchley Foundation, Brookings Institution, Wilson Center, annual and regional World Economic Forum meetings. Recipient, numerous awards and honours.
