1972, graduate in Law, London School of Economics; 1973, Master's degree in International Law and the Law of the Sea, University of London. 1974, joined the Attorney General's Office as Crown Coucil; 1974-82, held special responsibility for the United Nations Conference on the Law of the Sea and as Delegate of Mauritius; 1982, signed the Convention on Law of the Sea, Montego Bay; 1982, resumed private practice and entered politics; elected to Parliament and the Municipal Council of Curepipe; 1983, re-elected to Parliament; 1983-86, Minister of External Affairs, Tourism and Emigration; 1983, became Chairman, Council of the University of Mauritius; 1986, resumed practice at the Bar; 1989-90, Chairman, Bar Council; 1995, appointed Senior Counsel; since 2000, Minister of Foreign Affairs and Regional Cooperation of Mauritius. Has been a Consultant to the Centre for Human Rights, Geneva and has done consultancy work in Bhutan, Mongolia, Armenia and Togo.
