Anton Khlopkov

Director, Center for Energy and Security studies

Mr. Anton Khlopkov is Director of the Center for Energy and Security Studies (CENESS) and Member of the Advisory Board under the Security Council of the Russian Federation. He is also a member of the U.N. Secretary-General’s Advisory Board on Disarmament Matters and the Chairman of the Moscow Nonproliferation Conference, organized by CENESS every 30 months.

He graduated from the National Research Nuclear University ‘MEPhI’. From 2000 to 2009 he has worked for the PIR Center (Center for Policy Studies in Russia), including as Executive Director (2007-2009).

Anton Khlopkov is the editor-in-chief and co-author of the ‘Nuclear Nonproliferation Encyclopedia’ and author of the monograph ‘Iran's Nuclear Program in Russian-American Relations’. Co-author of the monographs: ‘Nuclear Nonproliferation in US-Russian Relations: Challenges and Opportunities’, and ‘At the Nuclear Threshold: The Lessons of North Korea and Iran for the Nuclear Non-Proliferation Regime’.

Anton Khlopkov leads CENESS projects to pursue Track II dialogue on pressing nuclear issues with experts from Iran and North Korea. He paid ten separate visits to Pyongyang in 2012–2020.

Anton Khlopkov’s research interests include safe and secure development of nuclear energy and the nuclear nonproliferation regime.
