Public Accountant, State Public University of Guadalajara. 1992, joined the National Action Party (PAN); elected Councilman. 1995, Alderman, City of Guadalajara; member of the Taxes Commission. 1997, elected Federal Deputy; directed the Commission of Cooperative Promotion. 1999-2002, President of the Executive Committee, PAN, Jalisco. 2004, Mayor of Guadalajara. Since March 2007, Governor of Jalisco, focussing on strengthening the economy through the development of clusters in the areas of information technology and biotechnology (food and medicine), particularly on green technology innovation clusters.
