Fiel is a Research Director working on foresight, institutional transitions, and risks, with University of the Philippines leadership, the Atlantic Institute, and the Heinrich Böll Foundation. His work draws on formative experiences from Abrahamic eschatologies, energy policy, and community organizing through the local Diocese's Social Action Center in high school. At Youth for Climate Hope, he co-leads research for the #FossilFreeNegros campaigns, which twice defeated proposals to build coal-fired power plants in Negros Island in 2019 and again in 2022. These multisectoral efforts established the island as both a national reference point for equitable transitions and the country's recognized renewable energy hub.

In 2023, Fiel co-founded The Ambit, an AI governance network representing the Global Majority. It carried out policy engagement across South Asia and Southeast Asia, including advising Philippine legislators on pending AI regulation and co-developing regional public-participation processes for AI policy with Indonesia's KORIKA. The Philippines was later named a human-rights 'bright spot' in the 2024 Global Index on Responsible AI, a designation a GIRAI researcher publicly credited in part to The Ambit's work.

Fiel now accelerates talent pipelines for AI policy as Co-Founder and Director of Safe AI Philippines, steering practitioners into public-interest oversight roles and toward risk-aligned governance. That individual-level work is complemented at the institutional level, where the nonprofit has delivered direct policy advisory and technical briefs to bodies including the House Committee on ICT and the Department of Defense Policy Group. Beyond, he contributes to international AI governance efforts, including participation as a recognized civil society representative at the UN's global dialogues on AI governance in Geneva and New York.

These concerns carry into what he is building as Head of Growth and Impact at Roundtable, a civic tech venture and the inaugural Manila winner of Developer Camp, the Silicon Valley hackathon with a track record of launching breakout hits, including Temple Run. Since March 2026, Roundtable has been indexing over 20,000 Philippine bills, executive orders, and circulars into a live, queryable corpus, mapping live meeting transcripts to the legislation they interface and surfacing the right document the instant a decision depends on it. The product is now in licensing discussions with the Supreme Court of the Philippines and the Cebu Provincial Government, and has earned recognition from the Ramon Aboitiz Foundation and Gobi Partners.

Fiel is completing his final year of undergraduate studies. He researched dispute mechanisms and international trade law as a visiting researcher at the University of Canberra's School of Law and Justice, and completed summer schools in AI safety and biosecurity at Oxford and in human-aligned AI at the Center for Theoretical Study, a joint institute of Charles University and the Czech Academy of Sciences. His broader work addresses legibility failures across animal protection, technology governance, and philanthropic grant-making — instances where capital and institutions fail to register or respond to beings beyond existing moral and legal frontiers — and focuses on building the evidence and ecosystems institutions need to respond to them.

He serves as Vice Curator of the World Economic Forum's Global Shapers Community in Cebu, Philippines.
