Fiel is a Research Director interested in foresight, institutional transitions, and risks, with work spanning the Atlantic Institute, the Roost Institute, the Equiano Institute, the Heinrich Böll Foundation, Foundation for the Philippine Environment, and University of the Philippines leadership. He draws on formative experiences from Abrahamic eschatologies, energy policy, and community organizing through the local Diocese's Social Action Center in high school. At Youth for Climate Hope, he has since led research for the #FossilFreeNegros campaigns, which twice defeated proposals to build coal-fired power plants in Negros Island in 2019 and again in 2022.
In 2023, Fiel co-founded The Ambit, an AI governance network in the Global Majority. It carried out policy engagement across South Asia and Southeast Asia, including advising Philippine legislators on pending AI regulation and co-developing regional public-participation processes for AI policy with Indonesia's KORIKA.
Fiel now accelerates talent pipelines for AI policy as Growth Director at Safe AI Philippines since 2025, building the capacity of students and mid- and senior-level practitioners for public-interest oversight and risk-responsive governance. That individual-level work is complemented at the institutional level, where the nonprofit has delivered technical expertise to entities including the House Committee on ICT of the Philippine Congress. Beyond, he also contributes to international cooperation on AI as a civil society representative at the UN’s inaugural Global Dialogues on AI Governance, participating in the Geneva and New York convenings and supporting working groups at both.
These concerns carry into what he is building as Head of Growth and Impact at Roundtable, a civic tech venture and the inaugural Manila winner of Developer Camp, the Silicon Valley hackathon with a track record of launching breakout hits, including Temple Run. Since March 2026, Roundtable has been indexing over 20,000 Philippine bills, executive orders, and circulars into a live, queryable corpus, mapping live meeting transcripts to the legislation they interface and surfacing the relevant document the instant a decision depends on it. The product is now in licensing discussions with the Supreme Court of the Philippines.
Fiel is completing his final year of undergraduate studies. He previously worked on dispute mechanisms and international trade law as grantee and visiting researcher with the University of Canberra's School of Law and Justice, and completed residential summer schools on AI at Oxford and the Center for Theoretical Study, a joint institute of the Czech Academy of Sciences and Charles. His broader work addresses legibility failures across critical energy and AI infrastructures—instances where capital and institutions fail to register or respond to beings beyond existing moral and legal frontiers—and focuses on building the evidence, ecosystems, and financing communities and institutions in Asia need to anticipate and withstand vulnerabilities.
He serves as Vice Curator of the Cebu Hub in the Philippines. Concurrently, he co-leads research at the central core team of the Global Youth Tech Assembly—a standing, youth-led initiative convened by the Geneva Hub, spanning over 100 city hubs across 48 countries—where, as the Editor, he shapes its public voice and flagship publication, State of AI in Society.
