1980, Bachelor's in Business Management, Ateneo de Manila Univ.; President's scholar, Ateneo College of Law; 1985, passed the Bar Examination; Master's in Public Administration and Fellow, Edward Mason Program in Public Policy and Management, Kennedy School of Government, Harvard Univ. 1986, Research Director, Ateneo Center for Social Policy and Public Affairs. Lecturer, Ateneo de Manila University's College of Arts and Sciences, School of Government, College of Law and Graduate School of Business. Former legal and management consultant to local and foreign foundations. 1987, started political career as Representative of Batanes. Secretary of Agrarian Reform under the first Aquino administration. 1995, returned to Congress as House Representative of Batanes; served three consecutive terms. 1999-2004, President, Liberal Party. From 2004, Secretary of Education under the Arroyo administration. Currently, Secretary of Budget and Management in the new Aquino administration; has successfully spearheaded several expenditure reforms.
