Seasoned entrepreneur with a strong finance background. Passionate about scalable impact, innovation, and infrastructure deal-making.

After years of working in finance in London, Madrid, and NY, Javier decided to apply what he had learned to become an entrepreneur. Combining his passion for impact and entrepreneurial acumen, he made his mission to give all Mexicans the possibility to see well to transform lives.

Mr. Okhuysen co-founded salauno, a vertically integrated medical vision provider, operating a network of tech-enabled eye care clinics. After nine years as CEO he now serves as Chairman.

Javier leads Global Infrastructure Partners (GIP) efforts in Mexico to invest in infrastructure and assets in the energy (renewables and midstream), transportation (airports, ports and rail), water, and waste sectors.

He has been honored by CNN/Expansion as Entrepreneur of the Year 2012, Endeavor Entrepreneur 2013, Mexican National Entrepreneur 2014, Forbes 30 business promises of 2014, WEF/Schwab Foundation Social Entrepreneur Award 2015, MIT Solve Entrepreneur 2019. salauno’s impact, growth, and operating model were the subject of case studies by HBS, HBR, IPADE/Darden, Duke, and the World Bank.

Javier is an industrial engineer, driven by large scale impact.
