Penny Low is a globally recognised strategist, former Member of Parliament of Singapore, and trusted advisor to senior leaders across government, business and international institutions. During nearly 15 years in public office, she contributed to national policy across finance, industry and environmental stewardship, and led the development of Singapore’s first eco-town—an early model of integrated, future-ready urban systems. Her experience provides deep insight into governance, regulatory frameworks and public-private collaboration at scale.
Internationally, Ms Low has played a strategic role in building innovation ecosystems, contributing to the establishment of over 100 advanced technology research institutes and more than 350 global innovation centres across sectors including bio-tech, clean energy, advanced materials/manufacturing and emerging technologies. Her work spans collaboration with governments, state-linked enterprises, corporates and research institutions across Asia and global markets.
She is a founding member of the World Economic Forum's Young Global Leader, Global Shaper Community, Global Future Council, Expert Networks and has served on advisory boards including Yale World Fellows, Asia Society and Imperial College London, Larta Institute, Interlink and Zheneng JinJiang Environment Holdings. She is also the founder of Social Innovation Park and co-founder of raiSE, advancing social innovation and impact ecosystems.
