Razann is a Senior Associate at the Office of Development Affairs - UAE Presidential Court, where she contributes to shaping the UAE’s international development, humanitarian and philanthropic initiatives. Her expertise spans international development programming, development finance, Official Development Assistance (ODA), public policy, and AI-enabled development.

She has experience designing high-impact programmes and investment frameworks across economic development, climate resilience, healthcare, education, food security, agriculture and water. Her work spans the full programme lifecycle, from strategy development and structuring to the design of governance and financing frameworks, costing methodologies, and monitoring and evaluation systems that enhance the effectiveness, sustainability and impact of development investments.

Beyond her professional role, Razann serves as an Implementation Council Member of the Rihla Initiative for Green Economic Growth and is a Future50 Leader within the World Economic Forum’s Global Foresight Network and Global Shapers Community. She was recognised as a Women in Sustainability, Environment and Renewable Energy (WiSER) Pioneer for her contributions to sustainable development in the UAE and co-led the Global Shapers COP28 Taskforce, promoting youth engagement in global climate discussions.

Razann holds an MSc in Environment and Development from the London School of Economics and Political Science and an MA (Hons) in Geography from the University of Edinburgh. She speaks both English and Arabic.
