Richard Nash is Vice President and Head of PayPal’s Global Government Relations team,
comprised of teams based in the Americas, Europe and Asia-Pacific regions. Richard has
managed PayPal’s Government Relations team since the company’s spinoff from eBay
Inc. in 2015.
In this role, Richard leads PayPal’s work on key global policy and legislative issues,
focusing on emerging public policy to empower people, businesses and communities
in the digital economy. This includes collaborating with governments, legislators and
other stakeholders on the development of modern financial services policy. Richard
also manages our global team’s strategic engagement with governments as PayPal
deepens and expands its services and impact in markets around the world, including
the US, Canada, EU, UK, China, India, Japan, Australia, Singapore, Mexico, and many
other places across Asia, Latin America, the Middle East and Africa.
Richard oversees a global team that manages PayPal’s contributions to discussions on
expanding opportunities in financial services and the digital economy, consumer
protection and security, digital payments innovation, cross-border trade, and other key
issues. He spearheads PayPal’s work with international groups such as the World
Economic Forum, World Bank, International Monetary Fund, as well as many regional
industry and inter-governmental organizations. Richard also leads the Government
Relations team's work on empowering and advocating for small businesses and
developing programs aimed at giving them a voice on key policy issues.
Richard was previously part of the eBay Inc. Government Relations team, which he joined
in March 2008. Prior to joining eBay Inc., he ran the Brussels office of European public
affairs consultancy Political Intelligence. Additionally, he was Secretary General of the
European Internet Services Providers Association from 2005-2008. Richard began his
career with a German law firm, based in Freiburg (Germany), having studied law in the
UK and Austria. He now resides in Washington, DC with his wife and son.
