1976, LLB, University of Tokyo. Thirty-five years with Japanese Ministry of Finance; worked on various budget, taxation, international finance and development issues. With Organisation for Economic Co-operation and Development (OECD): 1978-80, in Economic Prospects Division; 1983-86, Fiscal Affairs Division, Directorate for Financial, Fiscal and Enterprise Affairs (DAFFE). With Ministry of Finance: 2002, Finance Minister, Embassy of Japan in Washington DC; 2005, Deputy Director-General; 2007, Director-General; 2009, Vice-Minister for International Affairs. Since 2011, Deputy Secretary-General, OECD; portfolio includes the strategic direction of OECD policy on Environment, Green Growth, Taxation, Financial and Enterprise Affairs & Anti-Corruption, along with representing the OECD at the Financial Stability Board meetings. Has held academic positions at the University of Tokyo and Kobe University. Former Alternate Executive Director for Japan, World Bank.
