Shirley Rodrigues

Member of the Board, C40 Cities Climate Leadership Group

Shirley Rodrigues was the former London Deputy Mayor for Environment and Energy between 2016 and 2024. She headed world-leading initiatives to ensure London is a net zero carbon city by 2030 and reduce air pollution through implementing the Ultra Low Emission Zone, the world’s largest clean air zone of its kind, cutting roadside NO2 pollution by almost half. She also led programmes to make London more resilient to the impacts from climate change, restore nature through rewilding and tree planting initiatives and help London deliver a just transition to a low carbon, circular economy.
Previously she oversaw a global climate change grants portfolio at the Children’s Investment Fund Foundation (CIFF), developing their first cities strategy and making grants to support climate action in China and Brazil and by international co-operation networks. She has held various executive positions in government in the UK.
She currently holds various roles including on the C40 Cities Board, Our Common Air Commission, Breathe Cities Advisory Committee and Artichoke Trust and is an expert adviser to the Earthshot Prize.
