Over 30 years' experience working for the Japanese government, including: establishing ICT policies contributing to multilateral frameworks and international organizations, such as the Organisation for Economic Co-operation and Development, International Telecommunication Union, Asia-Pacific Economic Cooperation and Asia-Pacific Telecommunity; enhancing competitive telecommunication markets through trade liberalization negotiations including the World Trade Organization and Economic Partnership Agreement; 2006-07, Director-General, Policy Coordination; 2007-08, Director-General, International Affairs Department, Telecommunications Bureau; 2008-10, Director-General, Information and Communications Bureau, MIC. Since 2010, Vice-Minister for Policy Coordination, Ministry of Internal Affairs and Communications of Japan, responsible for ICT policy coordination, especially in international affairs.
