Thom Wetzer

Thom Wetzer is an Associate Professor of Law and Finance at the University of Oxford.

At Oxford, Thom wears many hats: he is the Founding Director of the Oxford Sustainable Law Programme (going live in September 2020), sits on the Leadership Team at the Smith School for Enterprise and the Environment, is a Senior Research Fellow at the Institute for New Economic Thinking at the Oxford Martin School, and is also affiliated with the Oxford-Man Institute of Quantitative Finance and the Global Economic Governance Programme at the Blavatnik School of Government.

Thom's work focuses on the study and mitigation and governance of systemic risk, specifically in the areas of financial stability and climate risk. In addition, he is conducting research to identify policies that can sustainably accelerate the post-carbon transition and mitigate the biodiversity crisis. His work has been published in leading academic journals (including Science), his forthcoming book on financial stress tests will be published by Cambridge University Press (2021), and his research has been featured in Bloomberg, the Financial Times, Risk.net, Vox.EU, and many other outlets.

Thom actively collaborates with and advises policymakers and practitioners around the world. He is currently a Visiting Academic at the Bank of England, an Academic Consultant at the European Central Bank, and a Consultant at De Brauw Blackstone Westbroek. He also currently works with researchers at the International Monetary Fund, the South African Reserve Bank, and the Foundation for International Law and the Environment, and is a Visiting Scholar at Yale University. In the past, Thom has been a Visiting Scholar at Columbia Law School, Berkeley Law School, and Princeton University.

Before joining the Faculty at Oxford, Thom worked towards a DPhil (PhD) in Law and Finance as a Clarendon Scholar and an MSc in Law and Finance at the University of Oxford and received both a BA(Hons) in Law and Economics and an LLB in Dutch Law from Utrecht University. He has has previously worked at the European Commission and Goldman Sachs.

Next to his work, Thom actively supports initiatives that help young people achieve their dreams through education, and is a board member for a Dutch educational foundation ("De DebatUnie").
