Wafaa Jemali

Secretary-General, Head of Government of the Kingdom of Morocco

Wafâa Jemali is the General Director of the National Agency for Social Support (ANSS) in Morocco. She previously served as Secretary General to the Prime Minister since His Majesty the King appointed the current government in October 2021. In this role, she contributed to various reforms led by the Executive and oversaw the mid-term review of the Government’s performance. Among the key issues she worked on were those related to strengthening the Welfare state: the generalization of mandatory health insurance, the implementation of direct cash transfers, the reform of the health, education, and higher education sectors, as well as the institutionalization of social dialogue.

In her government position, she has developed first-hand experience in managing the complex transition process from the ideation of an electoral manifesto to the effective design and delivery of government policies. Indeed, she headed the President’s office at the National Rally of Independents Party from 2016 to 2021. In this capacity, she contributed to the party’s reorganization, and the development of its campaign strategy and electoral program, before being appointed campaign director for the legislative and local elections in September 2021.

Between 2013 and 2017, she was a technical advisor in the Minister of Agriculture and Maritime Fisheries cabinet. During this time, she contributed to various initiatives, such as the evaluation of the Green Morocco plan, the launch of a national program aiming at reducing social and territorial disparities, the implementation of programs to mitigate the effects of drought, the reform of wholesale markets, and the recovery of key operators in the agricultural sector.

Before joining the public sector, Wafâa Jemali worked for seven years in the private sector, notably at a Moroccan investment bank, where she was involved in mergers and acquisitions, initial public offerings, and private debt issuance. She was also responsible for strategic planning at a private Moroccan holding with over fifty subsidiaries.

Wafâa Jemali holds a master’s degree in finance and a master of business law from ISCAE. She also holds a master’s degree in public policy management from Sciences Po Paris. Since 2023, she has been part of the World Economic Forum’s “Young Global Leaders” program, and obtained a certificate from Harvard Kennedy School as part of the “Global Leadership and Public Policy” program. Wafâa is married and has two children.
