1975, graduate, Department of Philosophy, Faculty of Letters, Keio University. 1979, Director, Association to Aid and Refugees; 1984, Director, International MRA (Moral Re-Armament) Association of Japan Political. 1996, Member of the House of Representatives of National Diet; held various positions, including: Deputy Director-General, Global Citizen's Bureau; Member, Board of Councillors; Member, Foreign Affairs Committee, House of Representatives. 2003, re-elected to House of Representatives of National Diet; held various positions, including: Director-General, DPJ International Department; Director, Special Committee on Prevention of International Terrorism; 2004, travelled to Jordan to assist in efforts to release Japanese nationals held hostage in Iraq. 2007, elected to House of Councillors; 2009, Director-General, International Department; Director, Committee on Financial Affairs; Director, Research Committee on International Affairs and Global Warming Issues; Member, Committee on Audit. 2010, Chairman, Committee on Financial Affairs, House of Councillors. Since 2011, Senior Vice-Minister of Finance.
