Autonomous Vehicles: From Regulatory Diversity to Shared Learning

As autonomous vehicles (AVs) move from pilots to commercial deployment, regulators face common trade-offs between safety, deployment speed and flexibility. As adoption accelerates, policy-makers must learn to govern safely, consistently and at scale.

Written in collaboration with Accenture, this white paper, Autonomous Vehicles: From Regulatory Diversity to Shared Learning, provides a framework for policy-makers comprising five building blocks: policy objectives, liability, approval, trial and commercial operations. It compares regulatory approaches from a range of jurisdictions, illustrating key policy trade-offs.

The comparison shows that, despite differences in legal systems and institutional structures, jurisdictions face similar governance challenges. Strengthening cross-regional learning can support evidence-based policy-making, reduce unnecessary fragmentation and contribute to the safe scaling of AVs.
