Ali Ustun is a Senior Partner at McKinsey & Company and co-leads the firm’s Data and AI Foundations service line globally, affiliated with McKinsey Technology and QuantumBlack. He focuses on how public-sector and healthcare institutions can use data, AI, and technology to transform entire business domains, including through advanced analytics and AI-enabled and agentic workflows. He also leads McKinsey’s AI Native Governments work. Ali has helped shape McKinsey’s global perspective on sovereign AI for governments and affiliated organizations. Over more than 22 years, his work has spanned technology development, productivity improvement, localization, and economic-development strategy, with experience across national data and digital infrastructure, AI capabilities, and large-scale public-sector transformation. Ali’s experience includes the deployment of a national health information exchange hub, data and AI capabilities for a national payer, and digital and healthcare transformations across the Middle East and beyond. His published work has explored how countries can build sovereign AI capabilities and how governments can use digital technologies to strengthen national health systems and improve outcomes. Ali holds graduate degrees in health finance and management and in medical imaging systems and radiology from Johns Hopkins University, as well as a bachelor’s degree in electrical and computer engineering from Bogazici University.
