State Attorney, Government of the State of São Paulo

Forerunner in the neuroethics regulatory debate in Brazil, having led the movement currently existing in the country around the subject.

PhD and Post-Doctorate in Law (University of Coimbra, Portugal), State Attorney before the Brazilian Supreme Courts, currently appointed to serve as Head of the National Homeland Security Fund at the Brazilian Ministry of Justice, country's homeland security main budget and largest public procurement platform in public security in Brazil.

Responsible for bringing to the Brazilian Federal Senate the idea of initiating a constitutional reform to insert a new fundamental right into the text of the Federal Constitution, the right to mental integrity. This proposal is currently being processed in the Federal Senate (Proposed Amendment to the Constitution nº 29/2023).

Also responsible for taking the issue to the Legislative Assembly of the Brazilian State of Rio Grande do Sul and, with the unanimous support of all parliamentarians, having included in the State Constitution of Rio Grande do Sul the protection of mental integrity as an objective and guideline for state public policies.

As State Attorney, among other notable roles, coordinated the legal response to the Covid pandemic.

As Head of the National Homeland Security Fund, provided unprecedented governance to the resources managed there, with recognition from the Federal Court of Auditors. Also responsible for creating the public procurement platform for public security (called ComprasSusp), for creating institutional bodies for dialogue with the 27 states of the Federation and for achieving the highest marks in history in effective execution of resources.

Member of the Supervisory Body of Faculty of Medicine Foundation, supporting entity of University of São Paulo’s Faculty of Medicine.

Served as Vice President of Constitutional Law Commission, Member of Women Lawyers Commission and Member of the Ethics and Discipline Court, all of the Brazilian Bar Association.

Also served as Member of the Inter-American Human Rights Network at the Inter-American Court of Human Rights (ICHR-OAS), before Attorney General of Brazil, Brazil.

Served as member of the “Ethics4AI” research group at Mackenzie and IDP-Brasília Universities, and as collaborator at the “C4AI” research group at the University of São Paulo (USP) and the Understanding Artificial Intelligence platform at the Institute of Advanced Studies at USP.
