Hrant Kostanyan

AI Governance Lead, Reflection

Dr. Hrant Kostanyan is AI Governance Lead at Reflection, where he implements continuous compliance with AI standards, drives global AI regulatory readiness, and owns the catastrophic risk safety framework.
Previously, he held AI governance and policy roles at Barclays and Meta. Before entering the private sector, he served as a Political Affairs Officer at the United Nations Office of Counter-Terrorism and in the European Union Diplomatic Service, working at the intersection of security, technology, and international policy.
Hrant was a researcher and a lecturer at Ghent University and the Centre for European Policy Studies (CEPS), where he authored over 60 peer-reviewed publications and five books. His research has informed policymakers, international organizations, and industry on issues of governance, international policy, and emerging technologies.
Hrant holds a Ph.D. in Political Science from Ghent University and master’s degrees from Catholic University of Leuven in Belgium and Marquette University in Milwaukee, Wisconsin.
