Automated vehicles (AV) are expected to bring about a safer, more efficient society where diverse social issues can be addressed. However, serious accidents caused by AV pose significant questions. Uncertainty remains about responsibility and liability of this technology. This white paper provides an overview of recent legislative trends to legalize AV operations, and explores possible challenges the community pursuing AV deployment will have to address, particularly by focusing on the non-technological aspects.
